Good enough
I am a school librarian and ACT testing coordinator, which means I frequently have to transport materials around the school. Some of my colleagues have carts like this, and I needed one too. I chose this one because I had exactly $90 to spend, and even at that, I had to pay about $30 extra for shipping.
The only assembly I had to do was put the casters on, which was good. The cart is solid enough for what I need. Although the handle folds down, I store it by pushing it up under a table. The only negative, and it's a big one, is that it makes a horrendous racket when I roll it down the halls. It jingles and clatters obnoxiously, making classes stop and stare. I looked at my colleague's cart again, and it was much more solidly built. Hers is quiet and it rolls and pivots smoothly. If I had known, I would have saved up and bought a better model.

Disappointing
This cart is very short, less than 32" from the floor. I am 5'4", and it is uncomfortable for me to push. The wheels are plastic and do not roll well, especially if you have to push it outdoors in a parking lot. It would be better if it had larger, rubber wheels.
